"- The ARR system now allows reviewers to modify their reviews even after the release of reviews to
authors. This is very problematic as reviews may be changed without any notice after the authors have
received them. It is not fair as the committed reviews may be different. I think we should block change
of reviews after they are released. - The resubmission procedure is very painful, especially for large
overload cycles like November and January. Resumissions without asking to change reviewers may receive
completely different reviewer set. This makes the resubmission more random and it is also a waste of
time to have ~6 different reviewers for one paper. I think the ARR system should be more assured to
have the same reviewers for resubmission."
