To improve getting reviews in time it should be made easier to opt-out as a reviewer in a given cycle
(maybe even in the last minute, e.g., 1-2 days after papers were assigned to a reviewer). This way we
don't have to wait for reviewers who realized too late that they won't have the time to review until
the end of the cycle but look for replacements in time. Another idea is to develop some sort of incentive
system to reward in time reviews (e.g. ACL coins which could be turned into some gifts or free/reduced
tutorial/workshop/main conference fees) or to punish (e.g. the papers of late reviewers will be reviewed
by late reviewers), although the latter is probably too harsh and often could be unfair.
