The main idea behind the RR system is to reduce the reviewing load by rolling the same reviewers to
the next reviewing cycle so they can assess if the authors have addressed their review or not. IF the
reviewers change from one cycle to another then it is not RR anymore. I don't see anywhere that this
point is being discussed and I believe it is important to address. There is bing worry of wasting the
reviewers' time what about the authors' time. After addressing the reviews of a ser of reviewers, the
reviewers change and then they have to address a different set of reviews.
