"We need to more triage papers until we have a competent reviewer pool to deal with the volume of submissions
we face. We will have better quality decisions and a lower work load. The current system is producing
bad reviews, and burning out reviewers. It burning out reviewers could be (perhaps) justified if the
review quality was high, but it is not. Second, we need to reverse the trend to structured review forms.
