"This is a well-thought-out analysis, and I like the recommendations overall. I find it curious that 
the section about ""reviewer stickiness"" includes recommendations about how to request new reviewers 
but nothing about expecting the *same* reviewers, which is supposed to be the default but isn't always. 
Some authors in my group were blindsided by receiving reviews in a recent cycle from an entirely new 
set of reviewers, after they had made a point of addressing specific concerns from the first set. While 
clearly papers should be expected to be improved generally and not just for two or three people, I'd 
think it would be important for the system to have a way to let people know when/why they're not getting 
the same reviewers if that is indeed the default expectation, and to acknowledge to the authors that 
this may be unsettling or problematic. "
