"For some reason, the current ARR reviewing seems to be severely late. Look at the stats for March:

there are still 10% of papers missing meta-review (including a paper that I am personally reviewing).
I think people feel that they can be late since the reviewing is not tied to a conference timeframe,
but in my opinion, this is a *very* bad thing. On-time review should absolutely be guaranteed to authors,
especially if we want authors to submit their best work that they think can be accepted after one round
of review. If I have a groundbreaking work that may miss NAACL due to ARR delay, but will definitely
get a review for ICML, I would wouldn't even consider ARR. "
